For file upload restriction, go to Setup > General Settings > Cloud Attachments.

Uncheck the cloud services that are not allowed to upload files onto the application or use the Allow users to attach files from cloud services toggle to disable uploading files from the cloud altogether.

 

You can also sequence the cloud services by dragging them to the preferred location.
